Croatian Sailing Laws: What Every Charterer Must Know

Croatia takes its maritime regulations seriously, and the harbour authorities in the Kvarner are diligent about enforcement. This isn't a reason to be anxious — it's a reason to be prepared. Everything below is standard for any bareboat charter; if you're sailing with a skipper, we handle it all for you.

Licences: What You Need

Croatian law requires that at least one person aboard holds a valid nautical licence and a VHF radio operator's licence. For bareboat charters, we require copies of both before confirming your booking, and the originals must be aboard throughout the voyage — harbour authorities can and do check.

Which licence do you need? A VHF Short Range Certificate (SRC) is required alongside your boat licence. If you hold a foreign licence, it must be recognised in Croatian waters. In most cases, RYA, ICC, and equivalent national licences are accepted — but contact us before booking if you're unsure, as we can advise based on your specific documents.

The Crew List

A certified crew list is mandatory on every vessel sailing in Croatian waters. We prepare this document for you at check-in after collecting passport details for all guests. Critically: if anyone joins or leaves the boat mid-voyage, the crew list must be updated and the change reported. This is not optional — it is a legal requirement and failure to comply carries fines.

Fishing

Sport fishing from a chartered yacht requires a separate permit, which we can arrange on your behalf — simply let us know at booking. The permit is affordable and covers rod fishing from the vessel. Underwater (spearfishing) is a different matter: it requires a Croatian Diving Association membership (valid for one year) and a specific permit. Spearfishing is prohibited entirely inside National Parks including Kornati and Mljet.

Scuba Diving

Recreational diving in Croatian waters requires membership of the Croatian Diving Association. The membership process requires proof of diving certification and is valid for one calendar year. Inside Kornati and Mljet National Parks, additional park-specific diving permits are required on top of the association membership. We can advise on the exact process — start it before you arrive, as it cannot be completed at the marina on departure day.

National Park Entry

Our Ruta Kornati passes through Kornati National Park. Park entry is charged per vessel per day and is collected by park rangers at sea — they will come alongside your boat. Fees vary by vessel size but are modest. The important thing is that you cannot anchor within park boundaries without paying; rangers check systematically. We include all relevant park information in your charter briefing.

VHF Radio

A working VHF radio is required by law on all charter vessels — ours are all equipped and tested before every departure. Channel 16 is the international distress and calling channel; it must be monitored at all times while underway. Our 24/7 assistance team also monitors Channel 16 throughout the season and can reach you anywhere in the Kvarner.

Insurance & Safety Equipment

All vessels in our fleet carry full third-party liability insurance and are equipped to Croatian Maritime Authority standards: life jackets for every person aboard, flares, fire extinguishers, bilge pumps, and first-aid kits. Life jackets for children are available on request — please specify ages at booking so we can ensure the right sizes are aboard.
